What are the longest span in turns from red fist coming up to DoW actually come?

Had a funny game. Tiny map, continents. Me and Hatty together on same land sharing same religion. Zara alone on the other continent alone with different religion. He could tech astro, divine right and gunpowder. OK, suppose he is around 15-20 turns from astro (based on time finishing banking). Well, handful of turns passed and message came that islam was founded in Aksum). My god, what kind of warprep is this, teching divine right? Astro is a long haul for him still (Hatty hated him). What is the point with your red fist, Zara? Shipping an army with galleons will take you forever.
 
In my experience the red fist can be there for 100 turns no problem. Can also be there for one turn and declare next turn. I'd be interested to see if someone has "coded" evidence about these mechanics.
