from CIV1 to infinity
allright, I know this will definitively not be on Conquest, and Probably never on CIV3 (there's still hope with CIV4), but there is an aspect of the Wars which I think has been left out, Refugees.
1/Every time there has been Wars somewhere, people were fleeing the cities, creating huge problems. (the Goths were at first Refugees, the Roman Empire was brought down by fleeing people, even though they were armed...). This should somehow be in the game, a City under Attack should see its citizens run away, having to be relocated in another city. A city taken should loose population due to people fleeing the city. I am sure one could elaborate a realistic and not too complicated system to fit the game with refugees, not as Worker or Settler, but as a population Unit without any abilities else then costing a lot of support.
2/Another Thing is Resistance, which is ridiculous in CIV3, there should be more then just a lost of Workforce. Just look at France in WW2, CIV3 is missing the sabotage, the harassement of Occupying soldiers,.... The guerilla units as in CIV2 were maybe a little bit too much. The best option for me would be a spy like Unit created when a city is taken, which can destroy infrastructure (Railroads...) and can sabotage the city or perform "missile-like"attacks (bombing) on enemy units...
