[R&F] ? regarding blocking

Just had a foreign settler with warrior in tow push my unit out of the way and settle where I was attempting to block him. Has blocking been removed?

Not that I know of, but maybe he got through you if it was plains and it had enough movement points to do so.
MAYBE if you are at war he cannot get through you, idk.
