Regenerating Civs: why have it on?

In the thread GOTM33 Spoilers there was a lot of discussion on the beaten civilizations regenerating. I want to find out if that variable always has to be "on". Does the AI have to keep the ability to spring another competitor on the human player as an edge? After all the AI starts with more "tools" to beat the c**p out of me anyway, why keep giving it more?
 
If you are playing "Bloodlust", Restarts On makes it impossible to win early. There is a cut-off date (something like 1500 to 1750, not sure what the variables are) after which they will not restart.

The value of Restarts On is when you are playing for SpaceShip win. If your KeyCiv is eliminated your research will be at the highest rate. Restarts allows your KeyCiv to respawn with an average set of techs; if you can find them fast (like with Marco Polo or the UN) you can tech-gift them to a very favorable tech ratio.

Some players complain that Civ2 has a limit of only 7 civs; with Restarts On that is technically true at any one time, but you may play 10-20 civs during the course of the game. If nothing else, it teaches you to watch your back...
 
In GOTM 33 the map was "interesting" enough that even the speedy La Fayette could not conquer before 1500. However, due to some unknown factor, restarts remained active at least through 1760. Even bribing all of the last remaining AI settlers on the same turn was unavailing. Were there an actual cutoff date for respawning, I would have felt better.

Unfortunately, I needed to play a conquest game this month due to real life time constraints, and I was disappointed to be forced to abandon the game at that point.
 
Obviously I have a lot more to look forward to, playing more GOTM's. Are there more GOTM games archived somewhere I can practice on?

The game was normal in every way except that it was played on a 'custom' map.
