Religion Modding Question

In the game, if you do a modern start, you automatically found Judaism. How could I change this so I could found another religion instead? I'm playing vanilla 1.61 for the record.

Change <TechPrereq>TECH_MONOTHEISM</TechPrereq> in Judaism to some other tech, and change the tech prerequisite for the religion you want to monotheism.

But why does the game default to the Monotheism tech as a basis for choosing which religion a player will found on a Modern start?
