Religions founded all at once

I saved my game via worldbuilder because I wanted to try playing the same map with a difference civ. I loaded the wb file (see attached) and chose Incan. After pressing next turn 4-5 times, all the religions (including late ones) get founded at the same time. lincoln has the founding cities but he doesn't have the necessary techs.

I have BUG mod installed and thats it. BTS 3.19.
