This social policy is probably the most confusing one of the lot. A few things I want to know are:
Whether there's any sort of indication of the second pantheon I adopted (I don't see anything in the religion overview tab);
If I can't found a religion do I still get a second pantheon in addition to the one adopted;
Do I get a second pantheon if I'm first to found a religion?
If I managed to strongarm all other religions and they have been adopted in 0 cities (so effectively a tie) which pantheon do I get?
Does the pantheon switch if someone else gets majority?

You do not get a second pantheon for your religion. All you get is the benefits of another religion's pantheon belief in a particular city for as long as that religion is No. 2 in that city.

So, lets say your religion is Shinto and your pantheon belief is Stone Circles (+2 faith from quarries) and you are majority religion in 4 cities. In 2 of those cities Buddhism is No. 2 and its pantheon belief is Goddess of Festivals (faith and culture from wine and incense). Unfortunately, you have no wine or incense in either city, so you derive no benefit in those cities. Your capital has 3 incense tiles, but in your capital Islam is No. 2 and its pantheon belief is Desert Folklore. Happily you are working 4 desert tiles in that city so you get +4 faith. However, 5 turns later Protestantism displaces Islam as No. 2. Its pantheon is Fertility Rites, so you get a growth spurt but lose the desert folklore faith. In your last city, there are no minority followers, so no second pantheon at all.

Oh okay thank you for the clarification. So basically as long as you have a follower of another religion in your city you gain a second belief is what I gather and depends on majority in that city. So I could pick and choose that second belief by setting up a trade route with a civ who has the pantheon I would like and from there I gain a second belief. So it works a little similarly to Indonesia's Candi in how it gains the faith.

If that's the case doesn't this social policy make it rather weak? Because having a second pantheon seems rather lackluster especially if it requires a setup maybe I'm just looking at it wrong.

Yes it is weak, and difficult to manage. But it's on the way to Reformation and the Piety finisher, so .....

It's use varies from game to game.

Sometimes you luck out and its a second faith producing one.

And in other cases, you find it does nothing at all.

So just get the policy on the way to the next policy.
