Religious Victory votes

Does the owner of the Apostolic Palace have his votes doubled ?
Or how are they calculated ? (wasn't mentioned)

Seeing I have the founding city of his religion, am way ahead on tech, and have more cities, ...

If I'm correct, votes are calculated by the number of cities you have with that religion (and possible the size of those cities). Did you make sure that enough of your cities have the religion present? A great empire doesn't mean jack, if you don't have more cities with that religion.
 
Thought about that, he had 2 cities with Buddhism and I had 2 or 3.
And should the founding city not count for a bit more ?
And what with "Free Religion" ? That actually means that I allow all religions, So why am I excluded from full membership ?
 
To be a full member, the religion has to be your state religion. Free Religion doesn't allow a state religion, therefore you can't be a full member.

The population of the cities may also matter.
 
Both having the religion as state religion, and owning the apostolitic palace gives a bonus to number of votes (would have to look up what the bonus is, but I think both give +100% each)

I did look around for this kinda info, but it's not to be found (by me anyhow) in the civilopedia. Wouldn't it make more sense to base the numbers upon the cities that do have that religion - x% if other religions as well. Making that total the number of votes from where you would start.
