Remove or change the scaling

I like the civ 6 in many ways.

The exception being the scaling. I think any form of scaling should be either intuitive or documented and explained.
The scaling of builders and settlers is still somehow ok-ish, but the district scaling seems completely out of order in my point of view. Why should it become harder to build the same district later? To the contrary the tech progress should make it easier to build.
Also from game play perspective it will be so hard to get cities going which are already behind because they get built later.
 
I thought the scaling was done by number built, not by era. It's designed to counterbalance expansion, which isn't a bad idea. Think of it as similar to the corruption and waste mechanic from earlier games.
