Repairing bombarded tiles

Is there anyway to completely restore a bombarded tile?

Well, in Complete/Conquests it's not always that easy. You have to repair the damage to get it restored.

However, you can road it first and then move a bunch of units onto it to clean it.

Yes. I just discovered that sequence.

But.. You can clear the damage on the ground, but.. The damage in the hearts of those citizens who are working on these tiles, will remain forever.. And someday, one of the reasons, oh unhappines will be "we can not forget those cruel bombardments, we had here"..
