HOW TO REPRODUCE:

Load game. Choose 'stand in place' for every unit move
choice. Only one city has a build option. Build a library.
Click next turn.
Boom! Goodbye Civ VI.
Note: it crashed three times in a row using different build
& move choices. Seems like a pretty solid crash scenario.
