republic corruption higher than monarchy

I just switched from monarchy to republic. In one city the shield waste was 3 out of 13 in republic but only 2 out of 13 in monarchy. I tried to keep the other variables and buildings the same. I also have the patch. Does anybody know why this is true? Is it a bug in the new patch or the actual game?
 
If this was a game that was started before the patch, then after the patch is applied some strange things happen to the waste. However if you start a new game the waste system should work properly.
 
I have actually had higher corruption in republic than the previous despotism (pre-patch). I think there is a corruption variable that Firaxis hasn't told us about. I thought, all things being equal (which they were, because it was only one turn later) that despotism had the worst corruption.
 
I started the game after I patched it. I think corruption might also be higher as well but I only checked waste.
 
I have only played one game since the patch (still playing it actually), and waste seems to have been toned down quite a bit, though corruption still seems high. This is fine with me. In one city on my colonial island, about 1/3 the distance of the entire map away from my capital, after I got a courthouse and WLTK day, the waste was about 40% while corruption was around 75%. Keep in mind I was still under the ideal number of cities for a huge map, so this definately helped. I'll be interested to see how much it was toned down once your empire goes over that limit. Hopefully not too much, since I enjoyed the challenge of corruption in the first place.
 
Well it's not about corruption and waste being too high, it's about it being higher in republic than monarchary.
 
Actually, my post was meant to focus more on the difference between corruption and waste since you had said that you hadn't checked the level of corruption. I thought it noteworthy that there is a large difference in the levels of each, since the patch.

Does the government affect the number of ideal cities?
 
I just figured out why this is occuring. I built 2 cities during the anarchy between monarchy and republic and since the number of cities affects corruption and waste then it went up.
 
This is my first time through CivIII, having played both CivI and CivII previously.

I did not install the patch before my current game, so I don't know how that affects corruption/waste.

When I changed government from Monarchy to Republic, I saw no change in corruption/waste. I changed again from Republic to Democracy, again no change in corruption/waste. In fact, there were also no changes to the amount of trade/shields produced in my cities, and there was no change to the happy/unhappy people.

In CivII, when you chagned government, you got unhappy people because of military units not being in cities. You also got a *huge* reduction in the ammount of corruption/waste under democracy, regardless of the distance of a city from the capital.

What has changed? Is there some bug? Do I have to start a new game since applying the patch?

Yes. I believe you have to start a new game to see the effect the patch has on corruption.
