Request - Modify floodplains and Egypt

So I shafted myself finding out that only Egypt can use flood plains when trying to put a district nestled in the mountains. Is anyone able to

1) Allow flood plains to be removed by builders
2) Maybe give Egypt a bigger food boost when using this tile?

I mean come on, China would of had a few flood plains in their day to deal with maybe?!
