Requesting help from a monarch

I've never really used this option, mostly because I don't know what is the possible outcome and what can I expect.
Can I get the option to buy literally every possible ship/combat unit that exists in the game, including Royal Man-o-war?
How does the size of my treasury affect the options?
Do positive relations have an impact on how often we can make an inquiry and on what units are available?

I don't know any of that, currently it's like a shady loot boxes system.
