Rescaling game in 2 layers, units/cities

I think i have a great idea for futur civ game ( civ VI ) , that would make all millitary action much more realistic and enjoyable. The concept would need to be think by lots of people working together and might add some complexity, mostly on Game making, but i believe that would be worth it.
The idea would be of inserting a second layer of grid inside the existing grid, of a scale 1/7 like so 7 hexagone fits in 1 hexagone. ( or maybe 1/19 )

But the Geometric form of hexagone doesnt allow to fit an identical smaller grid perfectly inside the actual grid. So It would need to be think very well and work in some way to make things fit, keep the hexagoanl grid for units, and the bigger grid would not necesserly need to be Hexagonal, seen it will mostly affects city limits, cultural borders, maybe ressources and improvement, well you get the idea

That could add such more to the game realism, influencing movements, range possibility, Like adding 1 range to an archer doesnt make it able to attack from a continent to an other, later rifleman might have 5 range, then tank 15 range....
The city/culture grid (upper layer grid) would be like the actual civ5game, with a quality like looking view, seeing terrain aspect, ressources icons, ( choice of hiding units and other stuff)
A city itself ( 1 single slot on upper grid ) would be made of 7(19) slots in lower grid... permiting many units to move inside a city, better view of buildings, wonders etc,
Would add many combat aspect, like Fortification surroundind are like 7(19) slots long, invulnerable to melle units and archers, need fire or Siege to be broken, then units can enter city by a breach made, City could have towers, dmged increased when 1 archer in tower, etc etc, Ressources and improvement could be made of manier slots sides by sides on lower grid and apear as 1 unit of ressources on upper grid, ( amount of resources in 1ressourceunit( upper grid) depends on number of slots of ressources in lower grid
The Lower grid would be insanely gigantic, so you would have to move to uppergrid to view other parts of globe or it gonna lag seriously i thnik.
But what would be very cool, is the lower grid would have Awesome graphics and animation,

WHat do you think of this idea guys! ?

I support some kind of zoom idea, and not just 2 levels, maybe several. And if it can somehow keep the 1UPT and SOD people from each others' throats all the better :)

Perhaps it would be best though to keep the hex orientation the same rather than switching it like you have in your pics. E.g. if we have:

We could zoom to:

zoom2.jpg


Which has hexes still with pointy tops and no overlap, but needs extra filler tiles (brown ones).

Or overlap half a tile everywhere to squeeze out the filler tiles:

Yeah well idea would have need to be think alot, but the problem seem it would be the Time last between turns and ai managing all that...
well i still think the concept would bring a very realistic and immersive aspect to the game

As i imagine it there would be more turns on the zoomed map(s) for each single turn on the "main" map. E.g. If you were deep in concentration in a battle on a detailed map, occasionally the game would interrupt with decisions to be made at the higher level(s).

And yes i agree this would be very immersive - players could zoom in and manage things to whichever level of detail they liked, or stay high-level and let the details auto-resolve...
