I've been looking back over the past few months, has a work around been made for increased research and civics times?

I've tried several mods none seem to work.

I enjoy playing in much loner eras where building and maintaining the standing army was more important than teching out of the era.

If you want just the tech rate try this one. (you can easily adjust reserach rate to game difficult, to avoid such thing as airplanes at 14th century)
