Has anyone ever experienced a bug in Civ 1 and 2, where after you've built your first city, the research options just don't come up? and you have to start a new game.

It's only ever done it once in Civ 2, and that was ages ago. But it's done it a couple of times in Civ 1, today alone, and it just reminded me of it.

Maybe it isn't a bug. How many turns are you talking about, after founding your city?

Please note that the research menu will only appear if your city is generating «light bulbs» - you can check this in the city screen. Are you sure your city generates them?

However, even when your city is generating «light bulbs», sometimes it takes one or two turns for the research menu to appear. Don't worry about that though, because the «light bulbs» produced are not wasted. Just check your science advisor [F6] and you can see those «light bulbs» filling the research box. It's just a matter of time for the research menu to appear. Then, you can choose the technology you wish to discover and the stored «light bulbs» will automatically be used for the research project chosen.

If this is the case, you just need to be a little patient. Don't restart the game right away.

I've noticed that a good policy is to set your Tax rate to 0% at the very start of the game. When you found your first city, you will not be given a tech to research until you produce some light bulbs (research). If you are 100% tax (the default) you will never produce a single light bulb and you will never do any research or gain a single tech. I made this mistake once on Prince level and played 30 turns. The computers all had a few techs but I had nothing. Then I realized I was on 100% tax rate.
 
Yeah, I've since realised it wasn't a bug in Civ 1, part of the game :P sorry
