I think the Cormyr provinces are cursed - we cannot keep them governed!

we should combine it with another province for reduction of governor positions.

Can that be done in the middle of a new term?

yes. i believe there is no law at the moment for the provincial borders, and if there will be one then it will need citizen approval (senate approval i think its called now). as this will usually take 2-3 days it could even be decided after an election before the first chat or latest for the 2nd chat.
