"Revolutions" Mod?

Thalassicus mentioned in his (very handy) Compatibility mod that there's a mod out there called "Revolutions". Could this be true?
I couldn't find this mod anywhere in the Mod Browser, but if a revolutions type mod for Civ 5 has already been developed somewhere that would be awesome.

I doubt it. The only place I've seen discussion on it and screenshots of work being done is here.

And its still in development. Pretty sure Revolutions will require DLL stuff.
