[R&F] Reyna district purchase shows a bad price

I bought a harbor for about 800 gold, ended up with a debt of -300 after the purchase, which resulted in getting my units disbanded the next turn.

- Before purchasing the commercial district, I had 969 gold.
- The district cost is 700 gold.
- After purchase, I got a negative balance (-216 gold)
