RFC:Noob questions

I was playing RFC Earth 600A.D. as England. everything is going along fine, i luv how u might lose contact wit a civ without an embassy. But then this city, 'Independent' pops up on Ireland. I thought it would work like barbs and i could just take the city, but no can do, i cant get in the borders, as if i need an OB. And I can't go to war, because they're just 'Independent'. Also, when im having a chat with the other leaders, I can ask them to go to war with Native Leader. Who's this? I checked he's not on the Diplo screen. I've notice other civs warring with 'Independent Leader' so hmm. And can someone explain to me what stability is?

As to your question, use your keyboard to move your units to the Independent territory, you'll receive a war popup.
