I noticed a couple of hiccups with this mod. First, I keep getting spam from Civs I've already contacted, as if it was the first time we met again. It is pretty annoying to have to tell the same Civs ten times in the game that, yes, we're at peace, you can go away now... Second, I end up with series of 10 year peace treaties with Civs I've never been at war with. They're not my vassals, I don't have any treaties with them, (etc), but because of these bogus peace treaties, I can't declare war when needed. Is this a bug?
 
I'm not sure what exactly happens, but I think what is happening is that the civ has a new leader. I've been playing this as germany, and I know that in my game I seen elizabeth, victoria and churchill all as leaders. so the constant spam is caused by that. as for the peace treaties, I'm not really sure. there's a risk of your units and cities flipping when a new civ starts, but I don't think there was actually peace treaty.

You probably got one answer re the leaders and the related spam. This is really annoying. I got the other answer. I was playing Rome. I held the Holy City for Christianism and Theocracy as one of my civics. Theocracy prevented me from declaring war on other Civs with the same state religion. Sheesh -- I wish this had been noted in the Civics on-screen table. :rolleyes:
 
The spam is caused by the game's shaky communications. You do not necessarily retain contact with any civ you've met. I believe that you're considered to be in contact with a civ if your borders are touching, you've got a unit in or near their territory, or you've built the appropriate Embassy.
