Right of Passage bug?

I've noticed this a couple of times, where an AI will refuse RoP with me saying that I broke this alliance with one of the other AI's.

Now this last time this happened, I very specifically made sure not to have any kind of agreement with a particular Civ, I declared war and smacked them around a bit. Some time later I met up with another Civ and I offered a RoP to them and they said No to it saying that I had broken a similar agreement with the Civ I had gone to war with. I never had a RoP with that first Civ. I never even had a trade agreement with them.

Has this happened to anyone else? Is there a patch I'm missing that this is fixed in? Its annoying as hell.

So declaring war with my troops on my land is the same as breaking a ROP to other Civs?
 
yes, if you declare war with troops in their land it's just like breaking a RoP
 
Docs right, if you declare war when you have units in their cultural boundary it is considered an RoP rape to the AI.
 
Thanks to everyone who answered, I had no idea that declaring in AI held land was the same as breaking an RoP.
 
What?!! :eek: I never knew about this!! This totally changes my style of play.
 
Your style is to tromp through ai territory until they demand you leave?
 
Not usually. What I'm saying is, to declare war, I usually go into their territory with a SoD, then they demand that I get out and I declare war.

If that has always worked for you, why change your style of play now?
 
Yeah, I've never played that high but from what I've heard it can ruin the game...

EDIT: Will ruin the game.
