I'lm not sure, all I noticed is I get 24 notifications that CS civilization has been conquered, (which quite, honestly, completely prevents a proper Diplomatic Victory, if only AI would vote for people other than you).
I remember playing on a map was like a donut, with City States on a completely seperate island, but that wasn't Ring then was it?
The issue is simple, the script doesn't seem to support any CS, so whenever a CS tries to spawn it doesn't and automatically gets eliminated/destroyed, so if you set 24 CS, every single CS is eliminated.
There are sometimes some city states in the middle of the continent you usally have some water inside the continent(a large lake) at that lake there is sometimes a island of city states build a caravael at the lake
I pretty sure When I palyed ring there where allways some city states there

Played the ring map once:
All 5 City States were on islands in the middle.
I also started a 4 corners map (but didn't finish that one); As soon as the game started still in 4000 BC without moving anything, I got a notice that one of the city states had been conquered. I think this happens when the map script wasn't able to find a spot for that city state.
