Rise and Fall - Pericles can't build amphitheaters

Using the latest build of Rise and Fall, as Pericles I can build the Acropolis district, but then can't build a single other "theater district" building including amphitheaters in any of my 15 cities. Is anyone else experiencing this bug? version 1.0.0.220 (334528). I've got greater writers and artists coming out of the woodwork because I have no place to retire them. It's 1120 AD and I've long ago completed both Drama and Poetry and Humanism. Help?
