Allow Scientific Leaders: If not selected, then no one will get them for being first to discover a tech (3% chance, 5% for scientific civs), and no one will ever be able to rush a great wonder.
Capture Shipments: this concept (used in the Age of Discovery conquest) is not really implemented in Rise and Rule, because of C3C bugs. Improvements and units require the tech "Unavailable", so don't worry about it.
