Road UI overlay or Fix the Urban Areas not having Roads on Transition

One or the other would be nice, figured it was a feature til I noticed that newly placed urban tiles come with roads, but old urbans lose their roads or the rules are whack enough that it feels like it.
Mouse over for tile info is inconsistent enough for me to want for one of the two things.
