Roads: improvements/district = road and enemy lands

My suggestion is quite simple and is meant to make 1 upt more smooth to handle. It's a combination of 2 changes:

1. An improvemnt and a district should count as a road as well (builders should also be able to build roads then).
2. You can use enemy roads if it is not adjacent to an enemy unit, city or encampment.

So what do you think?

@Modders: Do you think this would be modable?
 
Districts do provide roads already.
You can alteady use roads in enemy territory.
So your suggestion is reduced to having roads from improvements. I don't think it is necessary tbh.

I didn't know that. But since the number of improvements is much higher than districts it would still make sense, since it would give full road movement in developed land. As well as the part about not being able to use roads controlled by enemies :)
