Over the past week I have unsuccessfully tried to reinstall ROM-AND onto my computer several times. After I reinstall Civ4, CivBTS, and the latest patches of each (1.74 and 3.19), I install ROM-AND and every thing seems to install fine. But when I try to load the mod in the main menu, I still get the same opening menu screen as regular BTS. The only thing that changes is that it says ROM-AND in the top right corner of the screen, everything else - civilopedia, civilization choices, map options - remains the same as unmodded BTS.
I have tried reinstalling everything with the firewall disabled, running everything as administrator, disabling user account control, updating my antivirus protection, running full scans of my computer for malware, updating to Windows Server Pack 2, cleaning the registry, wiping the free space on the hard drive, re-downloading the patches and mod (including the 1.75c patch for ROM-AND) and updating to Internet Explorer 9. Nothing seems to work, even though everything use to work fine before I uninstalled the game from my computer a couple of months ago.
I am using a 32 bit Vista system with Service Pack 2, with more than enough RAM, hard-disk space, and processor speed (as I said it's worked fine on my computer before). I am installing Civ4 vanilla with a "Chronicles of Civilization" disc which has Civ4 on it. The malware scans I did with TDSS Killer, Malwarebytes, and Microsoft Security Essentials managed to identify and get rid of a number of rootkit-related and other malware on my system but the problem with ROM-AND persists (and I have scanned all the re-downloaded patches and ROM-AND.exe for malware after updating my antivirus protection).
Also, when I install and uninstall Civ4 vanilla and BTS, a message comes up at the end saying "Windows Firewall Exception List Update Application has stopped working". This happened even when I disabled the Windows firewall. I have tried to manually add Civ4, BTS, ROM-AND, and their respective patches to the firewall exceptions list manually but ROM-AND still doesn't load in-game.
The only thing I can think of now is to upgrade to Windows 7. Does anyone have any other ideas? Thanks
