Rome is attacking me even though we are not at war...

I declared on Rome in the Ancient Era to steal his settler. He floated a couple of units my way and I killed them and got a nice little gold peace treaty. Classical Era rolls in and he has a few units in my area and I notice I can attack them. So I move on with my turn. I make a deal with Rome and trade him some of my chocolate and he pays a good gold amount. Then the next turn he kills my archer and steals my worker and the offer to make the chocolate deal comes up again. And we are still not at war. In fact we are friends. I have the save file. This seems bugged to me. We can attack each other and we're friends and not at war....
 
That was crazy but I have no explanation. Just should not happen
 
I continued playing on the file. I took over Rome and knocked them out of the game so that solved that problem. But I did notice the war music is still playing even though I'm not at war with anyone.
 
Very strange problem, but killing Rome should have resolved it completely.
