ROP between AI's, What's up?

The AI pretty much always makes ROP's with each other. Even after they break ROP's to declare war they'll make them, over and over.
 
You can use this to your advantage. I sometimes wait until I see a whole bunch of Civ A's units in Civ B's territory. Then I declare war on Civ B and bribe Civ A into an alliance against Civ B. Your border cities and SOD will remain safe for the first few turns while Civ B is busy attacking Civ A's units.

You do not need an RoP to cross anyones land. You probably let civs cross your land at times. An RoP only means they get the benefit of your roads/rails.

There is no cheat involved in cross anothers territory. If you have an embassy you can see if they have an RoP or not.

I do let other civs cross my land unless I want to risk having to go to war. I can't remember the last time another civ, without benefit of an RoP let me cross. It is either move or go to war.

I did check my current game and there is an RoP between Spain and the Inca. I don't usually establish embassies early in the game. I seem to be somewhat short of gold.
