Rule and Dictate - RAR based Earth Map Scenario

Earth-map based scenario with 31 civs, with cities and wonders included to give it a realistic feel. I've carefully placed all the map resources from scratch.
Needs to allow for 31 Civs. Should be played on Deity level as Regicide. Emperor level for beginners. I recommend the "300" soundtrack to run as music in the background instead of the in-game music.

Based on the Rise and Rule MOD version 1.02 and edited from there. No extra graphics added, but many details changed to make it historically realistic. The Cities have been placed according to where they belong.

For Example:
Greece starts with the cities of Athens, Delphi, Thessalonica, Troy, Syracuse as well as Alexandria. Mongolia starts with a massive amount of cities in Asia, representing many Asian tribes from Mongolians to Tatars and Turks, then they will stagnate a bit after Horse Archery Golden Period. Other cultures will have a certain stagnation as well.

Example on Rule Details changed from RAR 1.02:
-Cost for Tech development: Minimum 30, max 50
-Changed the Curragh and the Canoe. Made the Curragh a Pirate vessel while the Canoe can't transport units.
-Dark Age triggers the end of many wonders.
-Carthage and Persia can build War Elephants as well as India, triggering Golden Age.
-Only Carthage, Rome and Greece build Triremes.
-Egypt can not build War Chariots, reserved for the Hittites only.
-Walls cost changed from 4 to 10, and from 50% defense to 100%.
-Only Rome can build Training Camp (Made possible by making Training Camp require the Circus Maximus, which the Romans start with).
-Reduced costs for Training Camp. It will give 1 Legionary every 10 turns.
-Legionary changed from 3-2-1 to 4-2-1 to allow for the Rise of Rome.
-Imperial Guards are for France only.
-Pikemen comes after Feudalism, not Vassalage.
-Certain cultures will not build certain units otherwise allowed.
-Most civs can't build cities (clans) in the beginning of the game, because they start with their core provinces.
-Samurai only for Japan, triggers Golden Age.
-Siam builds Outriggers, but they can't cross the Ocean tiles.
-Only Portugal can build the Voyage of Discovery, requiring the Feudal Monarchy Government.
-Reduced costs for the Voyage of Discovery.
-Russia is not scientific, but Militaristic, but they can build Wisemen Russian under Communism as Government.
-Australia is surrounded by Ocean, to avoid early colonization.
-Lateen Sail allows for Viking Long Ships, Naval Spirit allows for Galleasses.
-Mali Heavy Horsemen reduced from 5-3-2 to 4-3-2.
-Aztec and Inca Pikemen changed from 2-4-1 to 1-5-1 to preserve the Incas from the Aztecs and to preserve the Aztecs from the North American Tribes.

This is the updated Scenario File 1.01

Scenario changes:
-Only Rome can build Colosseum.
-Deleted Damascus (Babylonian screenshot).
-One more town for the Iroquois to provide balance with the Sioux. Sioux town Apache deleted.
-More towns for the Zulu to keep Mali away from southern Africa.
-China now starts with both Palace and Forbidden Palace in Beijing.
-Inca and Aztec pikemen changed back from 1-5-1 to 2-4-1.
-More Russian Military Leaders added.
-Kiev and Minsk given to Poland.
-Walls changed back to original RAR 1.02 setting (Cost=4, Defence=50%).

Much was made to balance things out so that the same civilization wouldn't always overrun the other.
Remember to do all the tech swapping you can with your neighbours before you end your first turn, to avoid lagging behind tech-wise.
This scenario with so many civilizations will not run very well on slow PCs.
