I am currently running BTS on 3.19, with Windows 7. If it matters, Caveman2Cosmos is also installed. This issue started happening suddenly after several months of the game working perfectly. I have reinstalled multiple times, but that has not worked. I also simultaneously had the issue with the "error loading shader libraries," which I think has been fixed by adding some dll files. The exact message is as follows:

I noticed a few other threads here about this issue, but none were resolved. This error also occurs with vanilla Civ.
