Rush production in Civ IV

Has anyone figured out how to sacrifice people / gold to rush produce something? I can't find the option on the city screen and the manual seemed to miss this point.

You need to adopt slavery for people rush, and universal suffrage for gold rush.

In the bottom right of the city screen there is a box with several (8?) small icons. These change the city's emphasis to food, production or whatever you want. At the top of the box are the rush for cash and rush for population buttons.

Of course, you have to have discovered the required civics and have adopted them before the icons become available.

I'll look for them tonight. I do have the required techs for them. The only button I saw on the top was draft, but it was disabled (I think). I'll look again.

It's not the tech, you have to be in the appropriate civic.
