Rushing the temple in Pete would accomplish seven things:
1. It would provide Pete with 2 grassland squares, 2 sea squares, 1 coast square, 1 hill square, 1 flood plain square, and 2 desert squares.
2. It would increase Swazi's chance of flipping from 1.7% to 2.1% per turn (my estimated numbers).
3. It would decrease Windurst's chance of flipping from 0.018% to practically 0%, if not completely eliminating the chance.
4. It would make the citizens of Pete happier, although it would be built in time without rushing to avoid a riot anyways.
5. It would increase our culture, reducing chance of our cities flipping and increasing the chance of other cities flipping, among other things.
6. It would cost 20, 40, or 60 gold and 1 gold per turn once it is built.
7. It would let Pete start working on another project earlier.
I think saving 20g by waiting 5 turns so Pete could use a new tile when it grows would be fine.
