After some thought and a bit of research, I've come up with an Elamite design that, actually works. It's pretty rough at the moment, but I like the concept and its got good synergy.

UA-Kings of Anshan and Susa

Whenever a cultural or (gold or religious or science etc., not quite decided) buildings is completed in your first two cities (Susa and Anshan respectively), gain an influence boost with all known city states.

UU-Zagros Militia

Replaces the warrior, gains double movement in hills, possibly extra sight and/or a combat bonus in hills.

Useful for discovering city states to maximise the UA early on.

UB-Apadana

Replaces the amphitheatre, available much earlier, maybe at masonary, or the wheel, or mathematics, I basically want it to be more accessible than the amphitheatre. Increases production and gold in a city by 1% per city state ally, capped at ten.

The Apandana was a form of royal assembly hall, characterised by tall ornate columns. The most famous is at persepolis, where Persian monarchs exchanged gifts and tribute with vassals. They were used by the Elamites, a very old Apandana from around 2500BC is in Susa I think. Fits nicely with the general focus on city state influence and the authority the Elamite royalty exerted upon their polities.
 
Is the influence boost going to be fairly large? Because depending on what type of building class you select in addition to cultural ones to be the qualifier for the UA to trigger, you're looking at only being able to trigger 12-20 one-time events throughout the entire game. So if it's only a gain of something like 10 or 20 influence each time, that would make the UA super underpowered.

That's why I opted for cultural+another type
 
You do have a point though actually, it's not a very stable bonus, probably not that useful early on either, any suggestions? (it would include wonders btw)
 
I'd say that increased Wonder Production for every CS alliance would be good.

While I like that idea, essentially the UA should sortof boil down to gaining CS influence, possibly early on.

If anything, that could make a decent bonus for the UB, a secondary focus on wonders would be a cool idea for Elam.

I'm going to say that reducing the decay rate for Influence based on the number of (insert thing here) would be useful.

The number of wonders in your first two cities? With a cap of course.

Considering the UU is essentially a scout/defense unit, it could be something to do with the early discovery of city states, or something that indirectly synergises with that.
 
Well, I've recently had a lot of ideas and inspiration for new civs, so I've made a questionnaire for all the civs that I'm interested in doing.

Though the last time I made a questionnaire, it was a disaster and I didn't follow it at all, though this time it's a bunch of civs competing for one place in my project list.

UA-'Iron Crown'

Effectiveness of defensive buildings increases slightly per city state ally. Pledges of protection cause city state influence to degrade slower.

UU-Arimannia

Pikeman replacement, basically it was the King's personally controlled forces (as Lombardy as ruled by fairly independent duchies). Generally used for defensive purposes. I was thinking of a bonus when present in city state territory.

UB-Castrum Vetus

Castle replacement unlocked earlier, maybe at theology. No clue what bonus it could have.

What's so special about Lombard cavalry?
 
I voted for Charles, because a War of the Three Kingdoms style game would be amazing - it'd also give me a reason to play yet another game as Cromwell ;)

Have you ever considered a Brittany civ, asides from Hiram and possibly Tarcisio I don't know if many modders have considered making one.

Gedemo has one, though he's often forgotten. Hiram gave me the files he had for Brittany a while back, but I don't know when I'll have time to finish it between my other plans.
 
What's so special about Lombard cavalry?
They were on par with the Franks in their day. Not to mention the very thing that made a Arimanni was that he needed to own a horse. Though many did use that wealth to become armored infantry so pikemen could work too. Lombard cavalry didn't fall out of use until most were lost fighting the Romans. And then the Normans showed up.
