There was never a list for fictional civs. Others were possibly removed - though I don't recall as much - because posts have a space limit.

I do not think it is being updated nowadays.

For what it's worth, I and several others have been working on updating the Wikia to be more thorough and more up-to-date. That said, there's still a lot to do.
