What do you do if the wonder spamming neighbor has the Great Wall? Do you wait for Artillery or build a massive force to send to his fortified city earlier?

Semi-Tall Empire Strategy
1. Settle capital. (In terms of initial research, I hit Pottery then Calendar first)(My production always goes scout, monument, shrine).
2. On selection of initial policy tree I hit liberty first, going for the production bonus followed by the free worker followed by the free settler.
3. Found second city. This is normally when the capital is around 5 pop.
4. For now, let these cities grow, to about size 10 and 12. Build all available buildings, alongside maxing out your trade allowance. IF you feel comfortable doing so, settle third city. If your economy can take it, put two food routes into the city, until it's size 8ish, and can fend for itself.
5. Another judgement call. If you feel satisfied that you've built everything, including all available guilds, then build a ton of units (in my games this period normally came around the renaissance, so I was building cannon, lancers, muskets, and frigates). Decide who to take out. Usually, the best target is near, has gone tall, has a weak military and a load of wonders.
6. Take them out. If they have more than 4 cities then either leave a few or raze the surplus cities, but be sure to keep the best 4.
7. Consolidate. You now have 7 cities, 3 of which will be size 20ish, and the others will be size 5 to 10. Send food to the smaller cities to level out the empire a bit.
8. Win. You usually can easily get science, culture, or diplo from this point, as you should have quite a flexible empire.

This doesn't seems optimal for me from what you explain (especially founding only 1 city on top of capital then wait for them to reach 10/12 pop, then founding yourself max 1 other city). This looks like you'd be doing much better doing the same things but with the Tradition policy.

The real gain from Liberty is to found "quickly" at the very least 3 cities (on top of capital). I don't know how this strategy will do on higher difficulty level.

Anyway it works and you enjoy it that's the most important ! But I think you should give it a try to adapt it to Tradition opening.

One adaptation being that you don't build a monument as you'll quickly get 1 free, and you'll have the culture from the tradition opener. You compensate the free worker by 1 stolen from CS and the Settler by skipping the monument and from food bonus from Tradition.

Bottom line is how you describe your strat, it looks like it will be more efficient with Tradition. To be seen...
