Sanctioned -60 Relationship - Where?

Hello,

In my first game, I notice Jose is Hostile to me. It looks like the main culprit is that I sanctioned another Civ. Yet I looked around and I didn't sanction any Civ, unless the game considers me stealing a tech a "sanction".

Even if so, I was not caught. Therefore, I don't get why I have -60 from him on this.

Maybe not a bug, just my not understanding.

This confused me as well. It's better to think of the reasons a leader likes or dislikes you as being because of the THING that happened, whether you caused it or not.

The wording could be better.
 
So the problem is Jose sanctioned another civ and that makes your relationship worse. (I believe he sanctioned you…that’s the only thing that should hit that hard)

You would think that if he sanctioned me, I would know about it. But there was no notification of this happening.

Why would I get that -60 if I neither sanctioned him nor he sanctioned me?

I wish there was an in-game history file that you can click on any leader to see their actions.
