Save game editors?

Are there any save-game editors, especially map editors? I'd REALLY like to set up the perfect starting location. Put in the right sort of resources, the correct Indian neighbors, and make sure that the Continentals can only land in one spot....

<intake of breath> OMG: he's got a Pirates saved game editor as well. I loved that game
