Scenario Creation Problems-People/Cities

I have a problem in that in creating a scenario the cities will only use the Early Industrial line for cities. I tried to use civtweak to change it and it won't. I have a similar problem with the people as well. Presently they will only use one line and I want different civs to use different lines(ie Stone/Bronze, Anciet/Classical, Far East, Medieval).
I can't remember what it was that affected the use of these? Was/Is it technology and if it is which techs for which line uses. Some please give me a complete and thorough help--Thanks..
 
No matter what you may have re-named it, if you give the Industialization tech to a civ, its cities will always have the city graphic that is in early industrial city slot in the city gif (or bmp). Likewise, whatever you name automobile and electronics, if a civ has those techs, its cities will always have the city graphic that is in the "modern" city graphic slot in the city gif.

Keep in mind that, if your scenario is not necessarily a 19th or 20th century scenario, these rules can be used to fix the city graphic that a given civilization uses. In The Modern Age, set in the 16th, 17th, and early 18th century, I used the industrialization tech to fix all the European cities to use a specific city graphic (in this case the default "medieval" city graphic) and then did not give the non-Europeans in the scenario the industrialization tech. The result; the European cities all looked European. While the Islamic cities all looked Islamic. And, because the Bronze Age city graphic had been replaced with the Islamic city graphic, there was no need to use the civtweak (nod to Gothmog) to fix the "city problem."
