How comes when you set the governments for civs that they all change into anacrchy the first turn, even though it is their favorite government?

So basically the AI decides that it doesn't really like the favored governtment given its current situation and is attempting to change to a form of government that is more useful.
If you want to keep them in a specific government the best way is to tie that government to a non-era tech and only give that tach to those civs you want to be able to use that government. Do not give the civs access to any other techs that allow other forms of government. That way the AI has no choice but to stick with the government you want them to have.
