I am currently working on a scenario based on the English Civil War but I have run into some issues that I could use some assistance with.
1. How can you make the AI produce units instead of buildings? I have noticed that if I leave any buildings unbuilt in a city then the AI will insist on building them before building any units even though they are locked in a war with all of the other major civs. For now I have disabled (by making them require Future Tech in XML) nearly every building and every wonder but if I leave any building undisabled (like a Castle, Barracks, or Stables, which are reasonable to build sometimes during war) then the AI will always build these buildings before starting to build units. I also had to disable all Medieval units except the Pikeman because the AI would insist on building them instead of better Renaissance units.
2. How can I get the AI to use their gold to purchase units? In an early build, AIs were able to generate a lot of gold but they never spent it. At the end of the scenario one AI had accumulated 26,000 gold and never spent any despite being down to 2 cities! Is there a way to get the AI to spend their gold?
3. How can I get the AI to not capitulate so easily? I have made the scenario have permanent war because if I don't then the AIs all want to make peace after 8 turns and they are willing to give up massive amounts of gold and even cities to get it. Can this be fixed or should I just leave permanent war on?
4. I gave the English and Scottish civs Reformation in Worldbuilder to indicate that they are Protestant unlike the Catholic Irish but this causes them to start the scenario in a Golden Age, can I stop this? This really affects the balance of the scenario. Edit: It appears that the Golden Age is permanent and it really messes up the scenario with certain civs permanently generating 100-200 gold per turn more than they should and getting a 20% production boost.
Any help you could provide would be greatly appreciated! I really want to get this thing finished soon so people can try it out.
