WWII Buff
I downloaded a scenario and installed it using the in-game download thing but I still can't play it, am I doing something wrong or is it the scenario?

Could be either; you didn't give enough information for us to know for sure.
Some scenarios require mods, and it's possible that you just don't have the mod (or don't have the correct version of it) or aren't enabling it (especially common if you try going in through the main menu).
Some scenarios were broken by the various patches, especially the most recent patch. See the sticky in this forum for discussion about the start location/civ issue.
Some things that people uploaded to the browser never worked in the first place; there's no check in place to make sure that uploads actually work.
Go look in the Scenarios subforum of this board. If there's a discussion thread for the scenario you're trying to use, then look to see if that thread has been touched in the last few months. If there's no thread, or if it's been inactive for a while, then chances are the thing just doesn't work. If there IS a thread for it, and it's active, then I'd suggest posting your question in there.
