Scenario Pre-set Cultural Border Bug

If i create a scenario and pre-set cultrual borders. When the nation is defeated, only part of the borders exchange to the conquering nations ownership. Part of the defeated nation's borders remain, but the nation is destroyed/gone. I cannot enter the land owned by defeated nation because nation is gone (therefore can't declare war on them or open borders)

please help. I really like scenario's with pre-set cultural borders.
