Science costs for certain eras can't be changed anymore.

I have tested basically all the mods that change science costs and all of them change every era except the Renaissance, Industrial and Modern ERA.
I even tried to change the costs myself and it would still not work for those ERAs. I am pretty sure this is a bug.
