Is it possible to stop science without having to delay production to a pre-defined start? Such an option would be interesting for us to simulate certain historical moments without advancing in the ages.
 
Nope, but you can slow it by setting research rate to 0.

Also on average everyone should get tech per 0.1% of game.
Variation can be larger like 2x faster - 2x slower pace.

Well, TECHNICALLY you COULD make it (and everything ELSE) drop down to zero - but would you WANT that, lol?
Still, it IS possible to "play a stagnation" by simply selling ALL your buildings, lol.
Which would soon auto-build enough problems to overwhelm any other automatic bonuses.
It's easy, if you TRY, loool.

Yes. But I say a way to stop science for all players. So I can make more accurate historical simulators from certain eras. For example, create a simulator of world wars, where the units do not evolve, so as not to mischaracterize the time.

Such a simulator would best be a modmod anyhow. Adjust the modmod so it has a very limited tech tree that cannot go past a certain point.

For example, setting up a bunch of additional "era threshold techs" that cost like 10 (or 100, lol) techs each, so all players will have to slow down for that duration.
Rather ugly, but does the deed well enough.
