Science Wonders not cumulative?

Are Copurnicus's Observatory (sp?) and Newton's University (both 50% science bonus) supposed to be cumulative with libraries, universities, etc?

It doesn't seem to work that way. I just built Newton's in a city that already had library, university and CO. Before I finished NU, I was doing 62 gpt to tech. After I finished, I was doing 84 gpt. No change in my tech spending slider. WTH?

The bonus only applies to the base rate, as do libraries and universaties. So +50% to the base rate and not 50% to the total amount of tech. at that time

grrr. IMO they should act like factories and plants and each build on the next. Thanks for the clarification.
