Scientists not giving correct number of eurekas?

After the summer 2017 patch, I've had multiple occasions where I have popped a scientist and not gotten the correct number of eurekas. I've reloaded and waited a turn and had a similar issue.

Has anyone else seen this?

Seen several reports of this in other parts of the forum. Also that the GS who should show oil does not do so.
