Did you try the option under Accessibility for color blind? You can select from Protanopia, Deuteranopia, Tritanopia. If it's a problem despite using the appropriate setting then I would suggest reporting it as a bug. If nothing else you could turn on text to speech then it will read it to you when you hover the cursor. It would be nice if they had a hotkey to toggle that in case you don't want it reading everything. You can set how long you have to hover for it to start reading.
That isn't to say you shouldn't pursue a mod. Rather bugs should be reported so they, at least, know about them. I think most modders would be happy to support color blindness like they do languages if they just knew how. It doesn't seem a difficult change. The biggest problem is that I can think of three panels that would be a problem on and there's likely more. If correcting it requires overriding a vanilla file then it becomes either/or and not both. You can either have the color corrected or functional changes made to it by another mod. It seems if that option under accessibility doesn't actually fix the problem then approach people already modding the relevant panel. Even if the option doesn't do anything they can read the value and act on it.
Just as an aside TCS Mod Manager has icons he adding. My only thought at the time is that spruces it up. This thread got thinking about it and I checked. His icons have a symbol over top of them rather than just color. Presumably if you couldn't tell the difference between green and red you could tell a check mark from an x. Likely whomever created those is well aware of color blindness and accommodates it. Most modders would simply be unaware. I'm not color blind but I've run into that problem with color syntax highlighting. Pastels suck with a white background but do great with a dark one.
